Plagiarism Policy

International Journal of Information Systems and Software Engineering (IJISSE) Editorial Board recognizes that plagiarism is not acceptable and therefore establishes the following policy stating specific actions (penalties) when plagiarism is identified in an article that is submitted for publication in IJISSE.

Definition

Plagiarism involves the “use or close imitation of the language and thoughts of another author and the representation of them as one's own original work.”

Policy

Papers must be original, unpublished, and not pending publication elsewhere. Any material taken verbatim from another source needs to be clearly identified as different from the present original text by:

1. Indentation;

2. Use of quotation marks; and

3. Identification of the source.

Any text exceeding fair use standards (defined herein as more than two or three sentences or the equivalent thereof), or any graphic material reproduced from another source, requires permission from the copyright holder and, if feasible, the original author(s). Such material must also include proper identification of the source, such as a previous publication.

When plagiarism is identified, the Editor-in-Chief responsible for the review of the paper will determine appropriate measures according to the extent of plagiarism detected, following the guidelines below.

Levels of Plagiarism

Minor Plagiarism

A short section of another article is plagiarized without any significant data or idea taken from the original paper.

Action: A warning is issued to the authors, and they are requested to revise the text and properly cite the original source.

Intermediate Plagiarism

A significant portion of a paper is plagiarized without proper citation to the original paper.

Action: The submitted article is rejected, and the authors are prohibited from submitting further articles to IJISSE for one year.

Severe Plagiarism

A significant portion of a paper is plagiarized, involving the reproduction of original results, data, or ideas presented in another publication.

Action: The paper is rejected, and the authors are prohibited from submitting further articles to IJISSE for five years.

It is understood that all authors are responsible for the content of their submitted paper, as they all sign the IJISSE Copyright Transfer Form. If a penalty is imposed for plagiarism, all authors will be subject to the same penalty.

If a second case of plagiarism involving the same author(s) is identified, a decision regarding additional sanctions will be made by the Editorial Board (Editor-in-Chief and Editorial Members). The author(s) may be prohibited from submitting manuscripts to IJISSE permanently.

Self-Plagiarism

This policy also applies to material reproduced from another publication by the same author(s). If an author uses text or figures that have previously been published, the corresponding paragraphs or figures should be clearly identified and the previous publication appropriately referenced.

It is understood that, in the case of review papers or tutorial papers, some material may have been published previously. In such cases, authors must clearly identify the source and obtain permission from the original author and publisher where required.

If an author submits a manuscript to IJISSE that significantly overlaps with a manuscript submitted simultaneously to another journal, and this overlap is discovered during the review process or after publication of both papers, the editor of the other journal will be notified and the case will be treated as severe plagiarism.

Significant overlap is defined as the use of identical or nearly identical figures and identical or slightly modified text for one-half or more of the manuscript. Self-plagiarism involving less than one-half but more than one-tenth of the manuscript shall be treated as intermediate plagiarism. If self-plagiarism is confined solely to the methods section, the case shall be considered minor plagiarism.

If an author uses previously published material to clarify the presentation of new results, the reused material must be identified and the differences between the previous and current publications clearly explained. Permission to republish must be obtained from the copyright holder where necessary.

Conference Papers and Translated Publications

In the case of a manuscript originally published in conference proceedings and subsequently submitted to IJISSE, either in identical or expanded form, the authors must identify the conference proceedings, publication date, and obtain permission to republish from the copyright holder. The Editor may decide not to accept such a paper for publication.

Authors may use material from unpublished presentations, including visual displays, in a subsequent journal publication.

If a manuscript was originally published in another language, the title, publication date, and journal of the original publication must be disclosed by the authors, and appropriate copyright permissions must be obtained.

The Editor may accept translated publications when they serve to bring important work to a wider audience. Likewise, the Editor may select previously published papers of particular historical or scholarly significance for republication in IJISSE. Such republication must be clearly identified, including the date and source of the original publication, and permission must be obtained from both the author(s) and publisher.

Editorial Responsibility

The IJISSE Layout Editor is responsible for maintaining a list of authors subject to plagiarism penalties and verifying that no banned authors are included in newly submitted manuscripts.

If a banned author is identified, the Layout Editor will inform the Editor-in-Chief, who will take appropriate action in accordance with this policy.

This policy will be published on the IJISSE website together with the manuscript submission guidelines. A copy of this policy will also be sent to authors in the confirmation email upon receipt of their manuscript.

Furthermore, a statement will be included in the copyright transfer form indicating that the author(s) have read, understood, and agreed to comply with the IJISSE Plagiarism Policy.
